Baghdad, February 27, 2025 – The organizing bodies of the specialized training program "Preparing Institutional Performance Evaluation Teams for Senior Leadership in the Public Sector" celebrated the graduation of the first batch of participants, who represent a select group of academic and professional cadres from government institutions, after successfully completing the intensive training course requirements.

The program aims to qualify institutional performance evaluation teams according to the latest scientific and administrative standards and methodologies, enhancing their ability to apply modern evaluation tools, including strategic performance analysis, the use of digital technologies and artificial intelligence in evaluation, and the preparation of evaluation reports based on principles of good governance and total quality management. Additionally, the program focused on empowering participants to overcome challenges related to resistance to change and ensuring the effective and efficient implementation of evaluation processes within the public sector.

The training program, delivered by Dr. Aqeel Al-Khazali, consisted of three intensive training modules, which included practical sessions and hands-on exercises. Participants engaged in real-world evaluation scenario simulations, institutional performance strategy analysis, and the development of innovative solutions to enhance evaluation mechanisms in the public sector.

At the conclusion of the program, certificates of participation and successful completion were awarded to the trainees. The organizers emphasized that this first batch will serve as the foundation for institutional performance evaluation teams within government institutions, contributing to improving efficiency and transparency in public sector performance and ensuring sustainability in institutional evaluation practices based on modern standards.

Written by

Discussion of the PhD Dissertation Titled "Management of Systems in Architecture"

On Thursday, February 27, 2025, the PhD dissertation of researcher Ahmed Hamid Kazem, titled "Management of Systems in Architecture," was discussed.

The dissertation explores the concept of system management in architecture by analyzing the relationship between latent and apparent systems in both design and administrative processes. It highlights the importance of an integrated management approach for architectural systems, demonstrating how administrative thinking can enhance design quality through the development of an effective management methodology that improves design efficiency. The study also examines the mutual influence of cultural, social, and administrative values in architecture on both explicit and implicit levels.

The research focuses on formulating an integrated model for system management in architecture, based on three key levels:

  1. Theoretical Model
  2. Organizational Model
  3. Practical Model

This model aims to enhance architectural efficiency and improve the quality of architectural output.

The study presents a flexible administrative model that allows architects to achieve balance between creative aspects and functional requirements by integrating intellectual and organizational systems. This model leads to improved design quality and increased efficiency in design processes and can be applied across various temporal and spatial contexts.

The dissertation offers a set of recommendations directed at various institutions, including academic bodies, consulting offices, the Iraqi Engineers Syndicate, and governmental organizations, aiming to establish standards that enhance architectural professional practices in Iraq at both theoretical and practical levels.
